As part of its efforts to digitalize its programs and services, the Department of Social Welfare and Development’s (DSWD) Field Office 3-Central Luzon conducted a hybrid-digital payout under the Assistance to Individuals in Crisis Situation (AICS) program in Sta. Rosa, Nueva Ecija on Tuesday (October 22).
“The implementation of the hybrid digital payout system for the AICS will ensure secure, efficient, and faster provision of financial assistance to individuals experiencing crisis situations,” Asst. Secretary Irene Dumlao, who is also the DSWD spokesperson, said.
Some 800 beneficiaries received Php2,000 each to help finance their medical, burial, and other financial needs.
The payout activity is part of the Memorandum of Agreement (MOA) of the DSWD with the Land Bank of the Philippines (LBP) that was signed on May 21.
Part of the agreement is to have third-party conduits that will conduct payouts through the Universal Storefront Services Corporation (USSC) so that DSWD social workers can focus more on assessing the beneficiaries.
The AICS is one of the social welfare services of the DSWD that provides medical, burial, transportation, education, food, or financial assistance to individuals who are in crisis as assessed by social workers.
During the Senate deliberation on the DSWD proposed 2025 budget last September 16, Secretary Rex Gatchalian reported that the Department’s cashiering side can be given to the LBP while social workers will do the validation and intake.
“We are working with the Land Bank right now about farming out the cashiering side ng aming trabaho. They are already procuring the services, meaning, may mga service provider ang Landbank that will do the payout like yung Universal Storefront Services Corporation (USSC), yung Western Union,” Secretary Gatchalian told the Senate Committee on Finance chaired by Senator Imee Marcos.

Mayroong 800 benepisyaryo ang nakatanggap ng Php2,000 bawat isa. Ang cash na tinanggap ay makakatulong para sa kanilang mga gastusin gaya ng medical, burial, at iba pang pangangailangan.
